should I buy the license for a standby server

As title,
We have bought a set of license (web run-time license and developer license) for a on-line web server.
Should I need another run-time license or developer license for the standby server?

Our standby strategy is cold-standby, that is only one machine is running as web server.
We need to install the teechart on both machine in order to switching server fast.
