Exception in install in Delphi 7

I am trying to install TeeChart , but when I execute the recompile the following message appear:
"TeeWorld97.dpk(32) Fatal: Required package 'dbrtl' not found"

Hi Vladimir,

I see the dbrtl.dcu at "C:\Program Files (x86)\Borland\Delphi7\Lib". Don't you find it?
What Delphi 7 version do you have? I think the Starter editions without Database support were later than Delphi 7.
