What IDE are you using? I was trying it in D7 and now I've tried it in D2007 and could reproduce the problem so the IDE may be relevant for this.

Yes, that's the environment where I can reproduce the issue too.
However, using the actual TeeChart sources it seems to work fine so I'd recommend you to deactivate the antialias tool (if possible) until the next maintenance release will be published that should correct this.
