Drag Chart to Another Application - How?

How would I be able to drag a chart to another application? Here's exactly what I'd like to do:

When the user starts to drag a chart the system clones the dragged chart and changes its dimensions. The application then creates a BMP or PNG of the new chart and drops this into the other application. Is this possible? Any examples?
