How shift down TChart ?

You can try changing chart's margins, for example:

    'TChart1.Panel.MarginUnits = muPixels
    TChart1.Panel.MarginTop = 20
    TChart1.Legend.TopPos = 25

You should try using:

          m_Chart.GetCanvas().TextOut(10,10,"My text"); 

In m_Chart's OnAfterDraw event.
