No TeeChart Help in the compiled with Delphi2005 *.exe

I recompiled a project with the TeeChart run-time editor in Delphi2005/TeeChart7.04. However, when I press the Help button on the TeeChart Editor panel I get a message 'No context-sensitive help is installed'. File TeeUser7.hlp is in the same directory with *.exe. The same project compiled in Delphi7/TeeChart6 had this help available. What has happened?

This is most likely due to the problem I described here.
