Dev options with an old license

Many years ago back in 2008 I think, I purchased a TeeChart Pro version 3 license.
Today I would like to use it again, but it's for a very small project and I simply cannot justify the costs involved in upgrading to the 2016 version.
What exactly are my options? Can I still use the old dll and licensing with a software built today in Visual Studio Community 2015? My guess is that I won't be able to do anything in the IDE, but maybe I can still create a chart at runtime?
