The SmoothBitmap property used to produce a smoothened image in V7.
The current version (8.02) alters the output, but it is not smooth - it looks like some crude dithered image. To see, just add a TChart, then add a TColorGridSeries then check the Smooth checkbox.

Thanks for reporting. I've been able to reproduce the issue here and added it (TV52013431) to the bug list to be fixed for next releases.
