Saving TChart in blob

Is there a way to store a TChart (data, settings, etc) into a Blob field?

Yes, you can export chart's data and settings to native TeeChart's template file (.tee file) and save this file into a Blob field. You'll find information on how to export TeeChart in Tutorial 12 - Exporting and Importing Charts. You'll find the tutorials at TeeChart's program group.
