ColorLineTool within subchart have wrong position for announcement

I have subchart with ColorLineTool,
position of the announcement is wrong.

I've been able to reproduce the problem so I've added it to the public tracker #2347.
Note I've already fixed it in the internal sources so the next maintenance release should include it.
