Help File Installation failure

Win XP 64 bit

Installed TeeChartVCL2011 in RAD Studio 2007 and RAD Studio XE

Downloaded Help File TeeChartVCL2010H2Help

None of the batch files work.
TeeGofer_H2reg.exe fails when executed by itself.
Tried the H2_UnRegTeeChart.bat from another post. Did not work.
