Export and Themse

using D7, I drop a chart editor on a form hook it up.
When I double click on the editor I see the tabs for Export and Themes. under export, I see all the possible export formats.

However, when I run the application, I no longer see the Themes tab in the editor, and the export tab only shows 3 or so output options instead of the long list.

What units am I missing or properties do I need to set?
