Client cannot load data to TeeChart

The following error appears on the internet explorer,

00:09:39.311 00001344:<app> 001 InternetOpenUrlA() returning 12029 [ERROR_INTERNET_CANNOT_CONNECT]
00:09:39.311 00001344:<app> 001 InternetOpenUrlA() returning NULL
I can see the teechart frame structed but empty, the error is "cannot load data to oblicore" we had already tried to unregister and register the TeeChart.ocx.
and another thging this thiung happens only on spesific client (laptop).

Hi Benny,
This is most likely to be a security issue on that specific machine. It's very difficult for us to guess what can it be without being able to reproduce it. Could you please check this machine security, IIS and internet settings and give us more information about the issue and its environment? It would be great if you could send an example we can run "as-is" to reproduce the problem here. You can post your files at news://

Hi Narcís Calvet,
I had put new posting at teh newsgroup but I'm not sure it was really published since I havnt seen it.
I received that very same error from the Steema Internet site (when testing
the Teechart ActiveX installation at

and all the examples except one worked well. The one not working
(

showed just a frame of the graph (without series, exactly like in Oblicore)
and when I pushed the button "Retrieve a Chart from the remote" web page
gave me an error code :
Please check attachment for more information.
I had check the IIS, all settings are correct since the problem is only for
one certain client. All internet security settings were decreased to minimum
It will be great if you can send me thought email a respond because it is
very difficult to track all of the newsgroup posting.

I am fine, thank you. I was just somewhat busy during last few days and did not have time for my problem...
I just don't understand does this solution from Steema really help me since the article is about Microsoft Windows 2000 using NTLM authentication. And I have XP Professional SP2 like my colleagues who unlike me have no problems with Oblicore TeeChart.
To me it appears to be so that the service packs of 2000 (and hopefully also the same applies for XP) should already have taken care of the problem described in the article. At least I have much more updated versions of all those three files listed in the article - so what should I ask from Microsoft in my case?
ERROR_INTERNET_CANNOT_CONNECT may have something to do with the wininet.dll as well as Windows registry values.
Please inform what should I do next? Thank you.

how should we go forward?
I have contacted Microsoft support but they said that I should contact TE Support about my problem.
In the meantime I have studied the issue more (mainly what kind of Security Updates I have installed on my laptop).
For example: From the Microsoft Security Bulletin MS05-032
Vulnerability in Microsoft Agent Could Allow Spoofing (890046)
"Does this update contain any security-related changes to functionality?
Yes. Besides the changes that are listed in the “Vulnerability Details” section of this bulletin, this update includes the following change in security functionality. Support for the Microsoft Agent ActiveX control version 1.5 has been removed through a kill-bit. Developers who use this version should update their content to support version 2.0. Yes, but it seems that the problem is that this laptop cannot connect to the server (where you've the asp page and tee file loaded). Can this laptop connect directly (via http) to the server ? (you can just put another asp page and try to open it through the laptop.

I'm sorry, we do not use webex, however I don't think we could do more than we're doing as is, it seems the problem (as the error describes) is with the connection, you're the first customer which has reported this problem.
This problem could be also caused by firewalls or proxies, does this laptop use anyone ? if so, have you tried to if it happens without activing them ?
