Hmm...
Tried to update the "Tools -> Options -> Environment Options -> Delphi Options -> Library - Win32 -> Library path" once more - now it seems to work !!

I have tried to change the the relevant paths (I think) - same problem. Just installed the latest TChart Pro 2010 for "Delphi 2011" (2010.01.11004) and Delphi XE. I have only the binary VCL (not source code).
