We plan to buy additional licenses for new developes.
But we do want to switch our project into 4.0 TeeChart(it is enough huge codebase and we don't want to schedule new testing cycle) .

Thank's for answers. In your case you can reduce costs by not buying Wise and simply using self-extracting archives. Installer should be more intellectual to prevent customer from misusing. Why installer require rebooting? This is just .NET Library, not driver or some protection system(fw or antivirus). All VS instances was closed before installer running, and there is no any open handles to TeeChart components or directories.
