I don't think it can be a problem with permissions as I can't see the samples on your website. I get the same error when I look at the ASP examples on the link below.

I'm having a similar problem, I've added

.Scroll.Enable = pmNone
.Environment.MouseWheelScroll = False

and am still able to scroll using the mouse wheel.

I'm using Tchart 7, ActiveX
