found solution
problem at hand solved. found this in tutorial.chm
tChart1.Panning.Allow = ScrollModes.None;
this wasn't happening by setting the options during design mode though. and having it named .Panning. when everywhere else it's referred to as scrolling was cruel

hello all, my question is two-fold: 1. Zooming. a.
